I, Alfred Mitchell, am the founder and President of Trinity Bay Vocational Institute, Inc. a school base in Houston, Tx. I visited Cameroon on a field trip to survey of the areas with reference to the electricity need by installing solar farms and opening a vocational training facility for the people of Cameroon.

The LIHEAP program is a federally funded program administered by St. James Parish Government, Department of Human Resources, CAA made available to St. James Parish through the Louisiana Housing Corporation.
